Cagayan de Oro City, August 11, 2023 — With the Higalaay Festival 2023 just around the corner, a multi-agency effort is underway to ensure the safety and security of attendees. On August 11, 2023, at 5:00 PM, the Cagayan de Oro City Police Office (COCPO) took a significant step towards this goal by convening a Coordinating Meeting with key stakeholders from various sectors.
Under the leadership of PCOL SALVADOR NOMIO RADAM, COCPO’s Officer-in-Charge, and PLTCOL REY GAUDENCIO A TABOCLAON, Deputy City Director for Operations (DCDO), along with PLTCOL EVAN NEQUINTO VIÑAS, Chief of City Community Affairs and Development Unit/Public Information Officer, COCPO and PMAJ NERFE DAGANATO VALMORIA – OIC, City Operations and Management Unit, the meeting aimed to streamline security deployment and preventive measures against criminal activities and lawless elements during the upcoming festival.
Notable participants included representatives from the COCPO Global Coalition of Lingkod Bayan Advocacy Support Groups and Force Multipliers, led by Mr. Christopher Lopez, Elected President of COCPO Force Multipliers. Additionally, leaders and representatives from various advocacy support non-government organizations in Cagayan de Oro City were present.
Discussions during the meeting centered on strategies for effective crowd management, surveillance systems, traffic control, and pre-emptive actions against potential security threats. The collaboration emphasized the shared commitment of law enforcement, civic organizations, and advocacy groups to create a safe and enjoyable environment for festival-goers.
